Abstract

Language proficiency constitutes a foundational resource for effective educational management and successful curriculum implementation in Nigerian polytechnics. This conceptual paper examines the relationship between language proficiency and educational administration, instructional delivery, institutional communication, and curriculum implementation. Drawing on a systematic conceptual review of relevant theoretical perspectives and empirical literature, the paper clarifies the distinction between language proficiency, language competence, and communication competence. Communication Theory is adopted as the principal theoretical framework, complemented by Human Capital Theory and Systems Theory. The review indicates that higher levels of language proficiency are associated with clearer instructional delivery, more coherent institutional communication, stronger leadership practices, and more consistent curriculum implementation. Conversely, limited language proficiency is linked to communication barriers, administrative inefficiencies, and compromised educational quality. A conceptual framework is proposed that positions language proficiency as an antecedent that enhances communication quality, which in turn supports educational management and curriculum implementation, ultimately contributing to institutional effectiveness. The paper concludes that language proficiency should be treated as a strategic professional and institutional resource. Recommendations include continuous professional development in communication skills, stronger policy emphasis by the National Board for Technical Education (NBTE), curriculum integration of communication competencies, and institutional policies that prioritize language development among administrators and lecturers.
